NRC INSPECTION REPORT N05. 50-325/87-33 AND 50-324/87-32

This' refers to the Nuclear Regulatory Conrnission (NRC) inspection conducted by

Dr. W. B. Gloersen on September 14-18, 1987.

The inspection included a review

of activities authorized for your Brunswick facility.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection e re identified in the report.

Within

these areas, the inspection consisted rf selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or deviations were

identified.

However, we direct your attention to the NRC concerns relative to the apparent

lack of manageraent attention to the inoperability of gaseous effluent

monitoring instrumentation.

As discussed with licensee representatives, two

gaseous effluent monitoring systems have been inoperable for several years. A

licensee representative made an oral commitment (Paragraph 8 of the report)

that the flow rate measurement devices would be made operable during the next

refueling outages, January-April 1988 - Unit 2 and 1988/1989 - Unit 1.

If

your understanding of this commitment differs from the report statements,

please inform this office promptly.

Consequently, we request that management

attention be directed to the improvement of the effluent monitoring

instrumentation rnaintenance program.

Ir; accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Docunent Room,
