Gentlemen:
This refers to the inspection conducted by Mr. R. E. Baer and Dr. J. B.
Nicholas of this office during the period February 6-10, 1989, of activities
authorized by NRC Operating Licenses NPF-76 and NPF-78 for Units 1 and 2 of the
South Texas Project Electrical Generating Station, and to the discussion of our
findings with Mr. G. E. Vaughn and other members of your staff at the
conclusion of the inspection on February 10, 1989.
Areas examined during the inspection included portions of your radioactive
waste management program.
Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspectors.
The inspection findings are
documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
We have also examined actions you have taken toward resolving a previously
identified open item regarding calibration of effluent and process radiation
monitors. This matter was discussed during a telephone conversation on
February 14, 1989, between Mr. R. E. Baer of this office and Mr. G. L. Parkey
of your staff.
Based on the results of this conversation, it is our
understanding that you will complete the primary calibration of all effluent
radiation monitors installed in Units 1 and 2 by July 1, 1989, and perform the
primary calibration of all Technical Specification process radiation monitors
installed in Units 1 and 2 by December 31, 1989.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
