Gentlemen:

This is in response to your letters of July 19 and October 7,1988 and January 13, 1989, which transmitted Revisions 21, 22 and 23 to the Calvert.

Cliffs Nuclear Power Plant, Units 1 and 2, Security Plan.

We have reviewed the submitted changes and have determined that they are consistent with'the provisions of 10'CFR 50.54(p). Accordingly, they are' acceptable for inclusion into the plan. It should be noted, however, that the Revision 23 plan changes, relative to records retention, omitted certain of the revised 10 CFR Part 73 requirements. This matter was discussed with Mr. J. Ross of your staff who verified that this was an oversight, and that the current record-keeping practices at Calvert Cliffs are in accordance with 10 CFR Part 73. It is our understanding that Mr. Ross will include the omitted text in.the next plan revision. If our understanding is incorrect, please advise us within ten days of receipt of this letter.

The enclosures to your letters contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
