i The purpose of this memorandum is to document that on September 12, 1987, Duke j
Power Company (DPC) was verbally granted a 48-hour extension of time to the 1
action statement of Technical Specification (TS) 3.7.1.2, Auxiliary Feedwater System (AFW), limiting Condition for Operation (LCO) Action Statement requirements.
The TS Action Statement requires with one auxiliary feedwater pump inoperable restoration of the required auxiliary feedwater pump to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or be in at least Hot Standby within the next J

This relief was granted by Region 11 per the February 27, 1987, memorandum to Regional Administrators from Harold R. Denton and James M. Taylor regarding relief from Technical Specification LCOs.

As described in Enclosure 1, the 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> extension was granted for the purpose of avoiding a thermal transient of the plant, while giving DPC sufficient time to replace the outboard bearing and realign the Auxiliary Feedwater System Turbine Driven Pump under hot conditions.
The two motor driven AFW pumps remained operable throughout this event.
I Prior to relief being granted, the technical issues and extent of enforcement I
discretion were discussed with L. Reyes, J. N. Grace of RII; J. Sniezek of NRR; and H. Tucker, M. McIntosh, J. Hampton of DPC.
Subsequent to granting enforcement discretion, G. Lainas, K. Jabbour of NRR; and W. Troskoski, EDO, were notified by telephone.

. The proposed relief request va,s the result of the Auxiliary Feedwater System Turbine Driven Pump (CAPT) indperability due to high temperature readings on the cutboard bearing. The CAPT vde declared inoparable at 2255 hours0.0261 days <br />0.626 hours <br />0.00373 weeks <br />8.580275e-4 months <br /> on September 9, 1987 and h* ode 3 (HOT STANDBY) was entered at 1315 hours0.0152 days <br />0.365 hours <br />0.00217 weeks <br />5.003575e-4 months <br /> on September 12, 1987.
Continued inoperability of the CAPT w'ithout Discretionary Enforcement would have i
required the unit to enter Node 4 (HOT SWrDOWN) by 2255 hours0.0261 days <br />0.626 hours <br />0.00373 weeks <br />8.580275e-4 months <br /> on september 12, 1987.
Duke Power Company personnel toplaced the outboard bearing and realigned the pump three times before receiving satisfactory results with regard to the bearing a temperatures. The CAPT was declared operable at 0715 hours0.00828 days <br />0.199 hours <br />0.00118 weeks <br />2.720575e-4 months <br /> on september 14.

The function of the CA system is to provide feedwater to the S/G's in the event that the Condannate/Feedwater System is lost. This* water ensures a decay haat removal path to cool the Reactor Coolant System until such time that the Residual
