DISCRETIONARY ENFORCEMENT TO ALLOW CONTINUED OPERATION WITH REACTOR COOLANT PUMP POWER MONITOR CHANNELS TECHNICAL SPECIFICATION SURVEILLANCE NOT PERFORMED This letter acknowledges your letter dated February 14, 1989, requesting discretionary enforcement associated with the performance of the surveillance required by Technical Specification 4.3.1.1.1, Reactor Coolant Pump Power Monitor Surveillance.

This request is limited to the time period orior to the next plant shutdown, presently scheduled to begin no later than February 28, 1989.

g We have reviewed your request which included discussions with your staff during the week of February 13, 1989, and the request was subsequently granted in a telephone conversation with Region II staff on February 16, 1989.
