Gentlemen:

DOCKET NOS. 50-369 AND 50-370 This acknowledges the receipt of your letter of August 18, 1987, which trans-l mitted Revision 30 to the McGuire Physical Security Plan.

Our review of the changes has -found most of them to be. consistent with the provisions of 10 CFR 50.54(p).. Accordingly, they are acceptable for inclusion into the plan.

However, as indicated in the enclosure, one change requires further clarification and one' change is not consistent with the provisions of 10 CFR 50.54(p).

On September 25, 1987, Ms. C. Perny of this office discussed these concerns with Mr. R. Cross of your staff.

Please revert to the commitments in your previously approved - plan or, if desired. modify your plan _to accommodate the enclosed comments and resubmit l

corrected plan changes as necessary to maintain plan continuity.

Should you'-

want to pursue the change deemed inconsistent, you must submit' a request to the Commission's Office of Nuclear Reactor Regulation under 'the provisions of 10 CFR 50.90 for amendment to your license.

i The enclosure to your letter is being withheld from public disclosure because it contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.

Page Section Comment 4.5-1 4.5.1 Tractors were deleted from the description of typical 4

Glossary of designated vehicles.

Tractors were added to the Terms examples in the in the Glossary of Terms as means of transport which do not qualify as vehicles.

10 CFR 73.55(d)(4) requires licensees to exercise positive control over all designated vehicles to assure that they are used only by authorized persons and for authorized purposes.

Special purpose vehicles such as tractors cannot be excluded from vehicle controls unless the licensee can demonstrate that the vehicle is of such light weight and construction that it could not be used as a means of causing radiological sabotage.

The categories of vehicles which-were previously listed as examples of exceptions to the vehicle controls were jitneys, trams, and carts.

ACTION:

Reinstate tractors a's a vehicle type which will be controlled or provide an analysis which would support a statement that tractors are of insufficient weight and acceleration capability to be used as a means of causing radiological sabotage.

Also, recognize that the term tractor refers to both farming / pulling machinery and to trucks having a cab and no body which are used for pulling large vehicles such as trailers or vans.
