Gentlemen:

This refers to the inspection conducted by Mr. R. E. Baer of this office during

the period September 14-18, 1987, of activities authorized by NRC Operating

License DPR-40 for the Fort Calhoun Station, and to the discussion of our

findings with Mr. W. G. Gates and other members of your staff at the conclusion

of the inspection.

Areas examined during the inspection included the radiological environmental

monitoring and external occupational exposure control programs. An allegation

concerning personnel exposures during maintenance activities was also reviewed.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the NRC inspector. The inspection findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

apparent violation of NRC requirements. The results of the inspection are

documented in the enclosed inspection report. As discussed in the telephone

conversation between Mr. Blaine Murray of this office and Mr. Gary Gates of

your staff on September 25, 1987, we have scheduled an enforcement conference

in our office at 10:00 a.m. on October 15, 1987, to discuss these apparent

violations.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
