Gentlemen:

This refers to'the-inspection _ conducted by Mr. C. A. Hackney of this office and

other accompanying personnel during the period August 17-21, 1987, of

activities authorized by NRC Operating License. NPF-38, for Waterford 3 Steam

Electric Station, and to the discussion of our findings with Mr. R. Barkhurst,.

Vice-President, Nuclear and other members'of your staff at the conclusion of

the inspection.

Areas examined during the inspection included:

knowledge and performance of

duties, public information program, licensee audits and quality assurance

program, and operational status of the emergency preparedness program.

Within

these areas, the inspection. consisted of selective examination of procedures

.and repru entative records, interviews with personnel, and observations by the.

NRC inspector.

The inspection findings are documented in the' enclosed

inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

We also examined actions you have taken with regard.to previously identified.

inspection findings.

The status of these items is identified in paragraph 2 of

the enclosed report.
