NOTICE OF VIOLATION Ccnonwealth Edison Company Docket No. 50-373 As a result of the inspection conducted on May 19 through June 22, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:
'10 CFR 50.59 states. licensed facilities may make changes in the facility as described in the Safety Analysis Report without prior commission approval
'unless the proposed change involves a change in the Technical Specifications or an unreviewed safety question.
10 CFR 50.59 requires records of the written safety evaluation which provides the bases for determining.that a change does not involve an unreviewed safety question.
Contrary to the above, in October 1984, a 10 CFR 50.59 review was not performed or. documented on a modification to the drywell ventilation system in which drywell dampers were wired open. The drywell ventilation system was changed from two independent systems with one fan each into one system with two fans, which also caused difficulties in monitoring the temperature in the drywell.
This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid.
further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
