l The Cor; mission has issued the enclosed exemptions from the requ wents of 10 CFR Part 50, Appendix J, in response to your requests dated March 12, and I

l July 15, 1986. This action grants a permanent exemption for reverse direction I

testing of the auxiliary containment spray penetration. Type C testing of the steam generator blowdown and auxiliary feedwater penetrations were determined to be outside the. scope of Appendix J and, therefore, no Type C testing is q

required for these penetrations.

In addition, the Connission has granted exemptions for temporary relief from:

(1) the Type C testing requirements of Appendix J for the reactor coolant charging sys?.em, containment sump to residual heat removal system and the high pressure safety injection system penetrations; (2) to permit reverse direction testing of the refueling cavity purification, pressurizer relief drain and the reactor coolant pump seal water return penetrations; (3) to permit water versus air testing of 20 additional containment pene-trations; and (4) to permit high pressure testing for the raactor coolant I

system (RCS) sampling, neutron shield fill and RCS loop fill penetrations.

The NRC has concluded, in accordance with 10 CFR 50.12, that the granting of the permanent exemption is justified because compliance is not necessary to l

achieve the underlying purpose of the rule and the granting of the exemptions 0090017 870929 l
