NRC Inspection of Rancho Seco
This refers to the routine inspection conducted by Messrs. A 0'Angelo,

G. Perez and C. Myers of this office on May 30 through July 10, 1987 and of
activities authorized by NRC 1.icense No. DPR-54, and to the discussion of our
findings held with Mr. Firlit and other members of your staff at the
conclusion of the inspection.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with
}
personnel, and observations by the inspectors.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
In particular, your attention is called to the enclosed paragraphs discussing
the installation of diesel electrical equipment and the recent pipe and
support failures which have occurred.
This inspection determined that
a potential may exist that more significant construction deficiencies remain
which have not yet been discovered.
We request that you consider reinspection
of the related electrical work to assure conformance with design requirements.
There also appear to have been several failures of piping and pipe supports
during the TDI startup testing phase.
However, this inspection determined
that a definitive program to clearly identify the root cause of these
failures had not been performed. We request that you consider identifying the

root cause of these failures, with particular emphasis on the possible role
played by engine failures or defects.

Your response to this notice is to be submitted in accordance with the
provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures
will be placed in the NRC Public Document Room.
