Subject: Millstone 2 Routine Inspection 50-336/88-28 (11/24/88 - 1/10/89)

This forwards the report of the above subject routine resident safety inspection

of' Millstone. Unit 2. The results of the inspection were discussed with Messrs.

Scace and Keenan of your staff..-

No violations were identified and no reply to this letter is required.

Inspection of maintenance found an effective program with a. low backlog (Report

Detail 7). .In maintenance training, however, we noted that the number of qualified

personnel . completing training courses and on-the-job training was low. Also, a

few trainees did not obtain acceptable class examination grades, and no retraining:

schedule was available (Report Detail 7.7). We believe additional management at-

tention to maintenance training is needed.

Good outage planning ;and scheduling (Report Detail 5.5) and an excellent fuel. re-

ceipt and inspection program (Report Detail 9) were in evidence. We also noted

that, due to personnel turnover, Instrument and Controls staffing was low and about

80 balance-of plant preventive maintenance surveillance had been removed from the

outage work schedule as a result (Report Detail 7.4). Also, maintenance planners

,

appear to have a very high workload (Report Detail 7.9). These considerations will

'

receive additional NRC review.
