By letter dated November 22, 1988, the Amy requested an amendment to License No.'SNM-561 to change the Alternate Radiation Protection Officer and the licensee's name and address.. These changes and the reorganization of the license are administrative changes and will not have any effect on the public health and safety or the environment . Accordingly, pursuant to 10 CFR 51.22(c)(11), neither an Environmental Impact Statement nor an Environmental Assessment are required by the proposed action.
