SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED HOVEMBER 22, 1988, AND CONVERSATION WITH MR. RICHARD FLISZAR ON JANUARY 19, 1989, RE ADDITION OF AN ALTERNATE RADIATION PROTECTION OFFICER AND FACILITY NAME AND ADDRESS CHANGES

Background

Materials License No. SNM-561 was renewed on August 18, 1987. The current license includes the names and qualifications of individuals holding positions

- with responsibilities designated in the license. By amendment application dated November 22, 1988, the licensee requested that the individual named in

the application be added to the license as an Alternate Radiation Protection Officer.

Discussion The' existing license includes the names and qualifications of the incumbent RadiationProtectionOfficer(RPO)andAlternateRadiationProtection-Officer (ARPO). The licensee has specifically requested that another individual be added to the license as an APRO. The application also provides the individual's education and work experience. The license requires minimum qualifications for the position of the RPO, however, no such qualifications are required for the position of ARPO. Therefore, the following condition is recommended:

The minimum qualifications for the position of Alternate Radiation Protection Officer shall be a bachelor's degree in health physics, physical / life science, or engineering, followed by 1 year of experience in radiation safety.

Staff has reviewed the qualifications of the individual proposed for the ARPO position and concludes'that he meets the above qualification requirements.

I When the license was renewed, sections of the renewal application providing the j names and qualifications of individuals and the manufacturers and model numbers )

of instrumentation were inadvertently incorporated into the license. Because 1 these sections provide demonstrative information in support of the application, staff recommends the following revision of License Condition 9:

1 Authorized use: For use in accordance with the statements, representations, and conditions specified in the application dated August 22,1984,(excluding ]

the third paragraph of page 6, and pages 7 through 11 and 15 through 42 in ]

Appendix B; the instrument manufacturers and model numbers in Appendix C; and )

Appendix F) and supplement dated August 6, 1987.

. without amending the license.

By telephone on January 19, 1989, the current RPO, Mr. Richard Fliszer, stated that the facility name' and address had been changed and requested that the license be amended to reflect these changes. Staff conludes that the license should be amended to reflect 'the facility's new name and address. Therefore,

' staff recommends the following revisions of License Conditions 1 and 2, respectively:

Army Armament Research, Development and Engineering Center Picatinny Arsenal, New Jersey 07806-5000 Conclusion / Recommendation The staff has reviewed the application as well as the existing license and has concluded that the proposed changes will not adversely affect the public health and safety. Approval of the application is recommended.

The Region I staff has no objection to the proposed licensing action.
