SUBJECT:

ALTERNATIVE PETHOD OF COMPLYING WITH 10 CFR 50.55a FOR RIVER BEND STATION MAIN STEAM POSITIVE LEAKAGE CONTROL SYSTEM VALVE (TAC NO. 64829)

By letter dated October 6,1986, Gulf States Utilities Company requested relief from Section III of the American Society of Mechanical Engineers' Boiler and Pressure Vessel Code for River Bend Station, Unit 1.

The requested relief relates to a replacecr,ent disk in valve 1821*MOVF098C which does not meet the ASME Section III requirements for Authorized Nuclear' Inspector (ANI)/ Authorized Nuclear Inservice Inspector (ANII) involvement. Based on its review, the NRC staff finds that Gulf States Utilities Company has demonstrated that compliance with respect to ANI's review, in this case, would result in hardship or unusual difficulties without a compensating increase in quality and safety. The staff concludes, therefore, that the proposed alternative is acceptable and in accordance with 10 CFR 5s.55a(a)(3). The staff's Safety Evaluation is enclosed.
