A. My name is Geary W. Sikich,.and I am a consultant.in.

environmental and energy' management'and radiological planning. I have examined the Review and Evaluation of.

Seabrook' Plan for Massachusetts Communities issued by the Federal' Emergency Management Agency. I am familiar with

'I the planning standards set forth'in 10 C.F.R. 50.47(b).and

'in NUREG 06541 FEMA REP-1, REV 1, SUPP.'l. I have also reviewed the SPMC, as well as Implementing Procedures and Appendices thereto. In addition, I have reviewed '-he Generic. Congregate Care Center' Management Plan.

Q. What is the. purpose of.this testimony?

A. The purpose of'this testimony is to identify certain inadequacies in the SPMC which relate to reliance on the )

f I Congregate Care Center Management Plans'provided for in Appendix F. I have reviewed the testimony of Arthur Lonegan regarding the telephone survey he conducted of 25 of of the. designated facilities. These twenty-five' 1

i Congregate Care Centers (CCC) designated in the SPMC are I industrial, or similarly utilized facilities, under normal I

conditions. The SPMC provides that these facilities, will be l I

converted to CCCs in an emergency. Most of the contact people j Mr. Lonegan surveyed (not including those who wouldn't talk to j

him) indicated that there would have to be a clearing or  !

1 rearranging of the space to make it ready. i Q. What are Congregate Care Center Management Plans?

A. The CCC Management plans identify various responsibilities i

of the CCC manager in the event of an emergency at Seabrook Station. These responsibilities include clearing, if necessary, the designated shelter areas and, parking areas in each CCC, and awaiting arrival by the American Red Cross and I

l evacuees. These plans are generic, without site specific information, and provide only the most general outline, or l concept, of each manager's duties in an emergency. A l

l representative copy of a CCC Management Plan is attached to I

this testimony.

l Q. What, if any, inadequacies have you identified in the Congregate Care Center Management Plans?

l A. Many of the designated shelter areas in the CCCs, however, 1

l are apparently congested with industrial equipment, office furnishings, supplies, or storage materials. Beyond the vague directive in each plan that the CCC manager will clear, "if necessary", the designated shelter areas, the

I CCC plans are devoid of. procedures, designated personnel, j j

4 back up personnel, or other implementing detail to reasonably assure'that these areas will be promptly cleared to admit ,

l evacuees and the Red Cross in an emergency.. l Q. 'Since the CCCs lack this implementing detail, what is likely to occur in an emergency?

A. In my opinion, the failure of the-SpMC to provide this implementing detail, including designated personnel, to prepare the shelter areas for evacuees will likely result 1 in delaying, or even preventing, evacuees from having j access to the CCCs. In addition, many CCCs are apparently used to house motor vehicles and parts, office equipment, or materials.that may require a substantial amount of labor i

to clear and make the CCCs ready to receive evacuees. The i SpMC provides no assurance that personnel will be available to perform these functions in an emergency. For example, if a radiological emergency occurred.on a weekend or off business hours, many of the CCCs would likely lack adequate ,

personnel to clear the shelter spaces, since few employees of j the facilities would likely be present, and no ORO staff are designated to assist the managec to clear the CCC shelter 5

areas. Even if a radiological emergency occurred during normal business hours, there is no assurance that the employees at  ;

h these facilities would remain to assist l t

the CCC manager or that available staff would be adequate to promptly clear the shelter areas for access by evacuees.

MANAGEMENT PLAN 1.0 PURPOSE The purpose of this procedure is to outline the actions to be followed by the Congregate Care Center Manager in the event of an emergency at Seaorook Station. This procedure is implemented at the Alert Emergency Classification Level.

2.0 RESPONSIBILITIES 2.1 The Concreaete Care Center 24-Hour Contact Point is responsible for receiving and verifying notification, alerting the Congregate Care Center Manager, and providing the NHY ORO Assistant Reception Center Coordinator's name and telephone number to the Congregate Care Center Manager.

2.2 The NHY ORO Assistant Reception Center Coordinator is responsible for notifying the Congregate Care Center Contact Point of the emergency condition at Seabrook Station, assessing the availability of Congregate Care Centers. l 2.3 The Concreaste Care Center Manaaer is responsible for providing a Congregate Care Center (s) in response to an emergency at Seabrook Station.

Responsibilities include the following:

2.3.1 Establishing and maintaining a Congregate Care Center 24-Hour Contact Point to receive and verify notification.

2.3.2 Ensure that Congregate Care Center is opened to receive evacuees.

2.3.3 Coordinate with the American Red Cross Shelter Manager to assure that the Congregate Care Center is activated.

2.3.4 Upon termination of shelter activities, check to ensure that facility has been returned to pre-incident status.

l 3.0 DEFINITIONS

3.1 Activation

The process by which an emergency facility, such as a Congregate Care Center, becomes operational. This requires that equipment is set up and checked and necessary emergency response per-sonnel are assembled and ready to assume responsibilities.

3.2 American Red Cross (ARC) Shelter Manager: An individual who has,

.through special training and experience been certified by the ARC to direct and control activities at a designated facility established to shelter evacuees.

3.3 Concrecate Care Center: A facility which meets ARC standards for sheltering evacuees.

3.4 Emeraency Classification Level (ECL): The scheme used to indicate the severity of an emergency. The four classes, in order of increasing severity, are: Notification of Unusual Event, Alert, Site Area Emergency, and General Emergency.

3.5 NHY Offsite Response Organization (ORO): The New Hampshire Yankee Offsite Response Organization has been developed in recognition of and to compensate for the fact that the Commonwealth of Massachusetts and the local Massachusetts municipalities located within the Plume Exposure Emergency Planning Zone for Seabrook Station currently are not participating in radiological emergency planning.

l 3.6 Plume Exposure Eneroency Plannina Zone (EPZ): For plsnning purposes, 4 the area within approximately a 10-mile radius of a nuclear plant.

3.7 Reentrv

The provisions for the return of the public to locations within the evacuated area when the radiation risk is reduced and has been determined to be within acceptable levels.

3.8 Recovery

The actions taken to restore the affected area as nearly as possible to its pre-emergency condition.

4.0 PROCEDURES f

4.1 Congregate Care Center 24-Hour Contact Point l

4.1.1 Upon notification of Emergency Classification Level of Alert I or higher at Seabrook Station, will verify status by calling i NHY ORO Assistant Reception Center Coordinator.

I 4.1.2 Notify the Congregate Care Center Manager, if not also the Contact Point, of the emergency status at Seabrook.

i 4.1.3 Provide the Congregate Care Center Manager with the name and phone number of the NHY ORO Assistant Reception Center Coordinator.

4.2 Congregate Care Center Manager 4.2.1 Will determine availability of Congregate Care Center.

4.2.2 Call NHY ORO Assistant Reception Center Coordinator nnd advise availability and status of facility.

4.2.3 Ensure that Center is prepared to receive Shelter Management Team.

A. Turn on lights.

B. Adjust heating, ventilating and air handling systems.

C. If necessary, clear the designated shelter areas and parking areas and await ARC arrival.

4.2.4 Receive notification from NHY ORO Reception COnter Coor-dinator that Congregate Care Center will be used and the estimated time of arrival for the Shelter Manager and the evacuees.

~s s, 4.2.5 Upon arrival at the Congregate Care Center, meet with ARC Shelter Manager to review facility status.

4.2.6 If problems arise, contact NHY ORO Assistant Reception Center Coordinator.

4.2.7 Upon notification of Recovery / Reentry and upon termination of Congregate Care Center operations, will assist ARC in returning facility to pre-incident status.

4.2.8 Complete all paperwork for expenses incurred and forward invoice, per contract to the NHY ORO at Seabrook Station, P.O. Box 300, Seabrook, NH 03874.
