SUBJECT:
TMI-1 STATUS REPORT FOR THE PERIOD AUGUST 17 - SEPTEMBER 18, 1987 Enclosed is the status report from the NRC Resident Office at TMI-1 for the subject period.
These reports are an NRC Region I initiative to provide NRC management and the public with highlights of events at TMI-1 from an NRC regulatory perspective.

'O ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD AUGUST 17 - SEPTEMBER 18, 1987 1.
Plant Status As of 8:00 a.m. on September 18,1987, TMI-1 was operating at full power with the reactor coolant system (RCS) at normal operating temperature (579 F average) and pressure (2155 psig).

Facility Operations Summary During the report period, the plant continued to operate at full power since its return to power operation at the end of June 1987.
Power was reduced to 77 percent for an eight-hour period on September 1, 1987, to accomplish repairs to a main feed pump, which was exhibiting high vibrations at the turbine-to pump coupling.
A reactor trip occurred on September 16 as described below.

Items of Special Interest - Reactor Trip At 5:04 p.m.
on September 16, 1987, the reactor tripped (i.e., shutdown automatically, " scrammed") from 100 percent power due to a turbine trip.
The turbine trip was caused by actuation of one of six trip level switches associated with one of the six moisture separators in the secondary plant.
Subsequent licensee investigation concluded that it was a spurious actuation and not an actual high level.
The licensee could not determine precisely which one of the moisture separator trip level switches caused the turbine trip as all six feed on a common electronic
- bus, Plant response was normal after the trip.
An NRC inspector observed plant conditions after the trip and attended the licensee's post-trip review meeting.
The licensee restarted the reactor on September 17, achieving criticality at 4:20 a.m.
and full power about 9:30 p.m.
The resident inspectors observed portions of the power ascension activities.

NRC Staff Activities During the Period The NRC staff assigned on site consisted of the senior resident inspector, one resident inspector, and a secretary.
On August 11, 1987, Inspection Report 50-289/87-11 was issued by NRC q
Region I.
This report was the routine monthly resident inspector report

and covered the period from May 29 to July 9,1987.
No violations were identified.

Enclosure 2
A new resident inspector has been assigned to the Unit I staff.
Mr. Ami Sidpara, who had been assigned to NRC Region I will report for duty on November 8, 1987.
Mr. Sidpara was previously with the U.
S.
Department of Energy.
NRC Region I management assignments for the Division of Reactor Projects have been ' formalized.
Dr. Lee H.
Bet +enhausen is now assigned as the Branch Chief for Projects Branch 1, which has responsibility for TMI-1 staff, as well as certain other plants in Region I.
