Communication of Events of Interest with the Commonwealth of Massachusetts This refers to the telephone conversation on July 7, 1987 between Mr. D. Bauer of your staff and Mr. D. Haverkamp of this office concerning procedures being estab-lished to provide.the Massachusetts Civil Defense Agency (MCDA) information regard-
.ing certain events of interest to that agency that may occur at the Vermont Yankee i
Nuclear Power Station. Those communications procedures for " events of interest,"
i.e., those events which the Nuclear Regulatory Commission requires that licensees report in accordarae with 10 CFR 50.72, that we have' agreed to implement with MCDA, are described in the enclosed. letter dated June 18, 1987.
I understand that on June 25, 1987 a related event notification agreement was reached for the Vermont Yankee Nuclear Power Station, as described in a letter dated June 30, 1987 from Mr. A. Kadak,'Vice President, Yankee Atomic Electric.Com-pany to Mr. R. Boulay, Director, MCDA.
We consider that your procedures for noti-

fying MCDA of events of interest are fully consistent with our agreement to respond to MCDA inquiries regarding 10 CFR 50.~72 notifications.
At this time, we do not plan to require any special or supplemental telephone. notifications of those events to the.NRC Region I Office or to the NRC resident inspector, as existing NRC re-porting requirements and our internal communications procedures appear adequate.
However, for the sake of consistency of information, we request that when you make the facsimile transmission to the Commonwealth of Massachusetts, you would also transmit a copy of the notification via facsimile to the project section chief in the NRC Region I Office.
I Lastly, we note that you will be prepared to implement the provisions of your j
agreement with MCDA on July 15, 1987.
Although we have been prepared to implement i
the provisions of our agreement with MCDA since June 22, 1987, we will place our communication agreement in effect on July 15, 1987, consistent with your schedule.
