Tnio program outiir.es requirements for performing the first 10 yest laterv4 syates pressure tests of Sequ9tfah Nuclear Plant units I and .2, l ASME Code Clern 1, 2, and 3 componcats (and their supppets) containing vetec, steam,~ cr radioactive material (other than radioactive waste

'ly 1

mangement systen). This program has.been onanized to fulfill :J l ta-service examination eqiiirements of the Sequoyah Operational Quality Assurance Hassal, Part II, Sen. ion 5.1, Procedure 2.0 and DPM SEQ 82H1 and emply as practical with the requirements of Section XI of the <

.ASKE Boiler ond Pressure Vestel Code. j The ric.tuirecents of this program are applica'olo startieg at the date of commercial operation cf toe unit.

Spn ifics concerning verformanen of system pressure tests are not a pari, of this program but are included in plant surveillance instructions.

2.0 -PURPOSE .

The In-service Pressure Test (IPT) Program shall be used for planning

,g inspections and pressure testing Sequoyah'ASMC Class 1, 2, and 3 cospenante for the first intervkl.

ST ,

3.0 145PECTION INTERVALS AND INSPECTION PERIODS 3

The iu-service pressure tests required by ASME Section XI shall be

.N performed during each 10-year interval of service (inapection interval).

The inspection intervals represent i.alendae years after the unit has been placed into commercial service. The commercial orperation date so for unit 1 is July 1, 1981, and the date for unit 2 is June 1, 1982. The firs'c 10-year interval may be decreased or extended by as much as one M. year. 'If the unit is out of service continuously for six months or

,3 more, the inspection interval may be extended for an equisalent period.

O The inspection interva,1 shs11 by separated into three inspection periods, calendar years of plant nervice, at three, seven, and ten years.

4.0 CODES OF_RECORB This program was prepared to meet, the requiremen s of the 1977 Edition, Summer 1978 Addende , of Section XI of the ASHE Boiler .nd Pressure Vess&1 Code.

In accordance with 10 CFR 50.55a(gl(4)(IV), identification of test pressurizatica boundaries shall be in accordance with subs 9barticle IVA-5210 of the 1980 Edition, Winter 1981 Addenda of ASME Section XI.

In tw:cordanet with AEMZ Section XI 1980 Edition, Winter 1981 Mdenda, patsgraph IWA-5224(a), the boundary subject to test. pressurization during a systen hydrostatic test [IWA-5211(D)] shall be define 4 by system

  • >ouedary (or each portion of the boundary) within which the componente have the same minimum required classification and are designed to the same primary pressure rating as governed by the system function and the

internaLLiluid eperg ius conditions respectively.

Therefore when design prest,dare and 't:sperature within the tett bound ry differ and idolation velves and ecelief valves are not'present, the i.ydrostatic {

test pressure with shall be-determined by the component within the te st 4

boundary the lowest design pressure. {

approvs1 vit the Manager, Nnlear Licensing, Office of Power.

The plant has the responsi"oiiity for preparation of a general plant instruction which implements the IPT Program.

This instruction incirJes requirements for system pressur .

references all implem u ting instructions by instruction number.

.:: Plant management shril notify the AIA (ANII if he is on site) reasonabI v in advance of oben system pressure tests are scheduled to be fperformed Normally the ANIX will witness component hydrostatic pressurer tests, The plant apperintendent shall araign personnel to perfor1s system y pressure teau and visual exanstnations (VT-2) during the tests. The Field QE Staff shall be responsible for certifying that individuals performing DPM No. NPSC01. 4T-2 visual examinaticas are quS11fied in accordaace with W 6.0 .

D01UMENTATION OF SYSTEQ, PRESSURE TEST RESULTS 6.1 a Upon completion of system pressure tests, pernonnel responsible for the tests shall prepare e data sheet form. As a minimum, each O . data sheet shall include:

s

.O A.

Temperature, pressure, and duration of pressure before visual examination is performed. -

7

8. g The number and location ef any ' Leaks found.

C.

The action taken (if any).

D.

Signature and date of individual who performed the test.

E.

Cognizant engineer review signature and date.

F.

Statement ptoperly indicating that pressure gagu were verified to be calibrated.

G.

ecceptance. The ANII cill sign end date the data sheet to document j his acceptance. 1 l

Leakage detected, which is determined by the plant to be unacceptable  !

and cannot be satisfactorily corrected during the pectormance of ]

the pressure test, shall require termination of the test and correc 1 l tive action initiated following corrective action and pri to service,, the system or component shall be retested. Where components have been repaired, replaced, or undergone maintenance type correc-tive action and are isolable within a portion of the system, only i s'

that portion needs to be retested. Repair and replacement activities ~ '

] shall be performed in accordance with DPN SQB2H1.
