Dear Mr. O'Loughlin:

This responds to your request for a statement regarding whether the Demands for Information that I issued, which require holders of licenses' authorizing the import of uranium from South Africa to provide the Commission with 60 days notice prior to shipment, imposed legal binding notification requirements.

The Demands for Information are legally binding, and are just as enforceable as a license amendment would have been. Any person that violates the Demand for Information is subject to possible license revocation, suspension, modification.or civil penalty assessment.
