Dear Mr. McGoldrick:
This is to confirm the Comission's request for a briefing by the Executive Branch concerning its views on the uranium' import ban provisions of the Anti-Apartheid Act of 1986. The briefing has been scheduled for 10:00 a.m.
June 8 in the Chairman's Conference Room on the lith floor,1717 H Street, N.W. The briefing should focus on the basis, particularly the legal basis, for the Treasury Departnent's interim and final regulations implementing Section 309 of the Act concerning imports of South African uranium.
Accordingly, we would appreciate it if you could arrange for appropriate representation by Treasury legal and policy staff in addition to representation from State and 00E.
As a related rfatter, the Comission would like a sritten legal analysis of the basis for the Treasury Department's interim regulations, particularly with respect to the issue of imports of South African-origin uraniumThe oreComission and oxide intended for processing in the U.S. and subsequent reexport.
would appreciate receiving this written analysis by May 25, if possible, in order to review it carefully prior to the June 8 briefing.
