This refers to the routine safety inspection conducted by Mr. P. Bissett of

this office on August 17-21, 1987, at Pilgrim Nuclear Power Station, Plymouth,
and BECO Training
Center,
Chiltonville,
of
activities authorized by NRC License No. DPR-35 and to the discussions of our
findings held by Mr. Bissett with Mr. K.
Roberts and other members of your

staff at the conclusion of the inspection.

Areas examined during this irspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
l
I
records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
j
Notice of Violation, enclosed herewith as Appendix A.
This violation has been

categorized by severity level in accordance with the " General Statement of
Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C
You are required to respond to this letter and in
preparing your response, you should follow the instructions in Appendix A.
In addition, your attention is directed to Paragraph 3.5.2.3 of the enclosed
inspection report which discusses an unresolved item regarding the operation
i
of 460-480 volt busses at voltages up to 520 volts and the subsequent effect
l
on motor operated valve operating time and the calibration of protective
relays. We will review this item during a future inspection of your facility.
The response directed by this letter and the accompanying Notice are not
subject to the -clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
