1.0 INTRODUCTION

subnitted an appMeation for an amendment to Facility Operating t Ronst-No. DPR-40 that would modify the fort Calhoun Statiom, Unit No.1, Technical Specifications to (1) increase the minimum allowablt Safety Injection and '

20 f!SOUSSION 2.1 Safety Injection anJ Refueling Water Tank Temperature The licensee has determined that the thermal transient testing conducitL4  !

on the low pressure safety infection (LFSI) pumps and the containment i ,

spray (C5) pumps was conducted with an actuel inlet water temperature trousient of 50 F to 303 F and 308'F to 45'r. The Fresent TS 2.3, l Emergency Core _ Cccling System, requires the fluid contents of thi SIRWT, which supplies the inlet water to both the LPSI ar.d CS pumps, to be at a ,

temperature of not less than 40'F. Therefore: it is possible that ths );

i;nlet water could be in the runge kelow that for which the performance of these pum;s have been verified. The prope ed chcnge to TS 2.3 will restrict j the allowa ble operating range to remain witt'n that of the pump qualification j and will e nsure that the pumps will function as required during a design j basis acc' dent conditiot Since the range of allowed SIRWY fluld temperature j will remain within the range utilized 4 the analyzed accidents and transieni.$, j no further analysis was necess6ry Thus, the staff finds that the proposed change to SIRWT minimum teraperature is acceptable.

This amendment involves a change in the installation or use of a facility, 1 ccmponent located within the restricted area defir.ed in 10 CFR Part 20.  ;

The staff has determined that the amendment involves no significant increase l in the amounts, and no Significant change in the types, of any effluents i that tr.ay be released offsite, and that there is no sigt.ificant ir. crease in indiv! dual or cumulative occupational radiation exposure. The Caramissicn has previously published a proposed finding that the amendment involves no sigt.ificant he'.'ards cor,siderat?or, and there has been no public comment on such finding.
