By letter dated March 19, 1987, System Energy Resources, Inc. (the licensee) i requested an amendment to Facility Operating License No. NPF-29 for the Grand l
Gulf Nuclear Station, Unit 1.
The proposed amendment would change the Techni-cal Specifications by revising Figure 6.2.1-1 "Offsite Organization,"
Figure 6.2.2-1 " Unit Organization" and Specification 6.5.2.2 regarding the com-position of the Safety Review Committee.
These changes would reflect a reorga-nization of the System Energy Resources, Inc.
EVALUATION Offsite Organization - Figure 6.2.1-1 1
The organization under the Vice President Nuclear Operations has been revised to redefine the functions and change the title of Director Nuclear Licensing and Safety to Director Nuclear Licensing. The title for the Manager Nuclear Safety and Compliance, who reported to the Director Nuclear Safety and Licen-sing, has been changed to Manager Licensing Support and will report to the l
Director Nuclear Licensing. The reorganized department will retain all of the responsibilities of the former Nuclear Licensing and Safety Department with the exception of the emergency planning area which will be the responsibility of the Assistant to the Vice President, Nuclear Operations.
l The organization under the Director Nuclear Plant Engineering, who reports to I
the Vice President Nuclear Engineering and Support, has been revised to estab-lish the two J:ew positions of Manager Nuclear Design and Manager Engineering Support. Reporting to the Manager Nuclear Design is the current Electrical Engineering Group, Mechanical Engineering Group, and the Civil / Structural En-l vironmental Group. Reporting to the Manager Engineering Support is the current Quality Engineering Group, Systems Engineering Group, and the Engineering Ser-vices Group.

We find the changes to the Offsite Organization acceptable because they do not delete any of the technical support for Grand Gulf Unit No. I and the organiza-tion meets the acceptance criteria of Section 13.1 of NUREG-0800, the Standard Review Plan.

Unit Organization - Figure 6.2.2-1 The Technical Support Superintendent and his functions have been reassigned to the Manager, Plant Support from the Manager, Plant Operations. The Industrial 1
Safety Coordinator and his functions have been reassigned to the Chemistry /

Radiation Control Superintendent from the Manager, Plant Operations. Plant clerical functions have been consolidated under the retitled position of Office Services Supervisor (formerly Office Services Superintendent) who will report to the revised position of Support Systems Superintendent. The title of Super-visor of Plant Security has been changed to Superintendent of Plant Security without changing the job duties or responsibilities. The Training Superinten-dent and his responsibilities have been reassigned from the Unit Organization to report directly to the Site Director GGNS (Figure 6.2.1-1, Offsite Organiza-tion). The Plant Accountant and his functions have been reassigned from the Unit staff to report directly to the Site Director GGNS (Figure 6.2.1-1, Offsite Organization), under the new title of Site Controller. The Technical Assistant position reporting to the General Manager has been deleted and his responsibilities have been reassigned to the Manager, Plant Operations, Manager, Plant Maintenance and Manager, Plant Support.
We find the changes to the Unit Organization acceptable because they do not de-lete any functions necessary to support the operation of Grand Gulf Unit No. 1 and they meet the acceptance criteria of Section 13.1 of NUREG-0800, the Standard Review Plan.
l Safety Review Committee - Specification 6.5.2.2 The proposed change to the composition of the Safety Review Committee is only a l
change in the title of the position of one of the members.
The title Director, Nuclear Licensing and Safety would be changed to Director, Nuclear Licensing.
This change is acceptable.
ENVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reporting or administrative requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). The Commission has l
3reviously issued a proposed finding that this amendment involves no significant

lazards consideration and there has been no public comment on such finding.
Pursuant to 10 CFR 51.22(b), no environmental assessment need be prepared in connection with the issuance of this amendment.

CONCLUSION The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be inimical to the common defense and the security nor to the health and safety of the public.
