1.

The Nuclear Regulatory Comission (the Comission). has found that A.

The application for amendment by Mississippi Power & Light Company, System Energy Pesources, Inc. (formerly Middle South Energy, Inc.)

and South Mississippi Electric Power Association (the licensees) dated March 19, 1987, complies with the standards and requirements I

of the Atomic Energy Act of 1954, as amended (the Act), and the l

Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; i

C.

There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this atendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have beer satisfied.

Accordingly, the license is amended by changes to the Technical Specifications I

as indicated in the attachment to this license amendment, and paragraph 2.C.(2)

of Facility Operating License No. NPF-29 is hereby amended to read as follows:

Technical Specifications The Technical Specifications contained in Appendix A and the Environmental Protection Plan contained in Appendix R, as revised through Amendment No. 33

, are hereby incorporated into this license.

System Energy Resources, Inc. shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

3.

ADMINISTRATIVE CONTROLS 6.5.2 SAFETY REVIEW COMMITTEE (SRC)

FUNCTION 6.5.2.1 The SRC shall function to provide independent review and audit of designated activities in the areas of:

Principal Engineer, Operations Analysis Two or more additional voting members shall be consultants to System Energy l

Resources, Inc. consistent with the recommendations of the Advisory Committee on Reactor Safeguards letter, Mark to Palladino dated October 20, 1981.

The SRC members shall hold a Bachelor's degree in an engineering or physical science field or equivalent experience and a minimum of five years of technical experience of which a minimum of three years shall be in one or more of the disciplines of 6.5.2.la through h.

In the aggregate, the membership of the committee shall provide specific practical experience in the majority of the disciplines of 6.5.2.la through h.

ALTERNATES 6.5.2.3 All alternate members shall be appointed in writing by the SRC Chairman to serve on a temporary basis; however, no more than two alternates shall participate as voting members in SRC activities at any one time.
