ADEQUACY OF PIPE SUPPORT DESIGN AND ANALYSES J FOR SAFETY-RELATED SYSTEMS l i

i Pursuant to 10 CFR 50.54(f), the NRC is requesting information to assess safe operation of the Trojan Nuclear Plant following its 1987 refueling outage.

Based upon the recent staff audit on the main steam line support design for the Trojan plant, the staff has concerns regarding the fourteen safety-related l

supports designed and analyzed by Bechtel Corporation. These concerns fall l into the following three areas: (1) supports were inadequate to meet design 1 loads, (2) the original design loads were derived inappropriately, and (3) there were no original design calculations. The staff does not have adequate assur-ance that the original pipe support analyses performed for the main steam system J demonstrate compliance with those requirements under which Trojan was licensed.

l In addition, recognizing that Bechtel was involved in the design and analysis l

aspect of other safety-related systems at Trojan, the staff has similar concerns regarding the original design of piping and supports in these systems.

As such, we request you address the identified concerns. Your response should l include, but not be limited to, discussions relating to the design, documenta-tion, and construction supporting Trojan's conformance to the original licensing basis for the mein steam system. Where deficiencies are found, PGE should describe corrective action to be taken prior to resuming power operation.

PGE should also describe actions taken or to be taken to identify and resolve potential deficiencies in other system supports, including the appropriate justification for operation if longer-term action is to be taken.
