Follow-up to Special Report on Inoperability of Fire Barriers The Omaha Public Power District, holder of Operating License DPR-40, submits this follow-up report to a special report which was issued September 17, 1986, regarding the discovery of undocumented inoperable fire barriers.

Fort Calhoun Station Unit No.1 Technical Specification 2.19(7) requires that all penetration fire barriers protecting safety-related areas shall be func-tional (intact). When a penetration fire barrier is nonfunctional, within one hour OPPD must either establish a continuous firewatch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol.

Restoration of the nonfunctional penetration to functional status must be completed within seven days, or OPPD must prepare and submit a report to the Nuclear Regulatory Commission within an additional 30 days. Pursuant to Technical Specification 5.9.3, a special report was issued on September 17, 1986, reporting the inoperable fire barriers. This is the follow-up to that report to notify the Commission that the work has been completed, that the penetrations have been restored to functional status, and that the firewatch initiated at the time as a compensatory measure has been terminated.

Maintenance Orders No. 863202 and 863206 were issued to repair the fire barrier I penetrations that were found to be undocumented and therefore inoperable. The work was completed by a contractor on September 1, 1987. This report is being submitted within the 30-day period specified in the previous special report.

The events surrounding the initial special report resulted in a walkdown of the fire barrier penetrations to ensure that no other undocumented fire barrier penetration seals existed. This was accomplished within the time frame of the initial special report. No further action is required.
