Company requested five (5) exemptions from the provisions of 1) CFR 50, Appendix R,Section III.G.2.

Per your letter of December 4, 1986

approval of the exemptions were granted, but a deviation of our fire damper design was found unacceptable.

The fire damper issue was classified as a " deviation" based on the' staff's interpretation and applicability to fire area boundaries.

Acceptable i

guidance for establishment of fire area boundaries are set forth in l

Section D.1.(j) of Appendix A to BTP APCSB 9.5-1.

The conclusion drawn in the safety evaluation [ Reference (c)) was that the existing fire dampers in question do not constitute an acceptable deviation.

Duquesne Light Company was requested to provide fire test results demonstrating fire resistance ratings are equivalent to those required of the barriers in which they are installed.

The attached report is a

summary of the program outlining our intentions to qualify the existing fire dampers.

An inspection program has been in progress to identify fire damper design and determine the "as-built" configuration in the plant.

Some of the required inspections can only, be-performed during outages due to equipment habitability.

Unqualified dampers will be reviewed and differences noted and evaluated.

Test models will be constructed and fire testing will be conducted for typical configurations of the 1 1/2 hour fire dampers in question.

We will report the results of the evaluations and identify any corrective actions identified in the attached program following completion of this effort.

All test data and documentation will be on file for future reference and audits.

BVPS-1 FIRE DAMPER QUALIFICATION PROGRAM The fire dampers installed at BVPS-1 were initially fabricated.in accordance with SMACNA Standards.

To verify this and to qualify the dampers for labeling as approved dampers, DLC has initiated a data recovery program.

All available fabrication data is being retrieved, tabulated and reviewed.

Where information is lacking or incomplete, these dampers are being scheduled for field inspection in order to i

complete the data collection process.

Where documentation supports conformance with SMACNA Standards, SMACNA labels and certification will be requested from the original fabricator.

Where deviations

exist, these deviations are being categorized and reviewed.

If it appears to be

feasible, the Underwriters Laboratory, UL, will be asked to review the deviations and consider them as acceptable for an exemption.

Otherwise, all unqualified dampers will be reviewed to determine if test dampers can be constructed for testing by UL.

The test models would correspond to the dampers installed in order to qualify the dampers in question.
