( NRC Letter to DLC, dated December 4, 1986 BVPS 1 - Transmittal of Fire Protection Technical Exemption (TAC 56566)

Gentlemen:

By lotter dated January .4, 1985, Duquesne Light Company requested five (5) exempt '.ons ' rom the provisions of 10 CFR 50, Appendix R, Section III.G.2. Per your letter of December 4, 1986 (Reference (b)), approval of the exemptions was granted, but a deviation of our fire damper design was found unacceptable. The fire damper issue was clasuified as a "deviation" based on the staff's interpretation and applicability to fire area boundaries.

AcceptmLle guidance for establishment of fire area boundaries is set forth in Section D.1. (j) of Appendix A of BTP APCSB 9.5-1.

The conclusion drawn in the safety evaluation (Reference (b))

was that the existing fire dampers in question do not constitute an acceptable deviation. Dug'icane Light Company wTs requested to provide fire test results deuenstrating fire resistance ratings equivalent to those required of the barriers in which they are installed.

A summary report of our program outlining the process for qualifying the existing fire dampers for labeling was transmitted on September 29, 1987. To keep NRC apprised of the status of tnis issue, the attached report provides a summary of our efforts to date and a projected schedule for completion.

  • BVPS-1 FIRE DAMPER QUALIFICATION

SUMMARY

STATUS 1,

The fire dampers installed at BVPS-1 were initially to be fabricated in accordance with SMACNA Standards. To verify  ;

this and to qualify the dampers for labeling as approved

dampers, DLC conducted a data recovery program. All available i fabrication data was retrieved, tabulated and reviewed. Where 3

information was lacking or incomplete, these dampers were  !

inspected in order to complete the data collection process. l As-built drawings were generated which reflect fabrication of the installed fire dampers.

An application was filed with Underwriters Laboratory (UL) for i consideration of a testing program to certify the installed fire dampers in y estion. l I -

A meeting was held with UL to review the fire damper drawings, l discuss the prospects of obtaining approvals for qualification of the fire dampers, and to make arrangements for the proposed

, testing program.

All dampers were reviewed to deteJmine if test dampers could [

! be constructed for testing by UL. The test models would ,

l correspond to the dampers installed in order to qualify the j dampers in question. Underwriters Laboratory (UL) reviewed 1 the damper construction details and considered them adequate  !

for the required testing. [

DLC is proceeding with resolution of all pertinent details

with UL and the fabrication of typical test models for  !

! shipment to UL for fire testing. The current schedule for  :

shipment of the test models is late February, 1989. Final  !

l approval will depend on UL's schedule for avnilability of
