SUBJECT: NOTICE OF DEVIATION

. (NRC INSPECTION REPORT NOS. 50-259/8/ s , 50-260/87-20 and

50-296/87-20)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

G. L. Paulk on May 1-31, 1987. The inspection included a review of activities

authorized for yo0r Browns Ferry facility. At the conclusion of the inspec-

tion, the findings were discussed with those members of your staff identified

in the enclosed inspection report.

Areas examined dcring the inspection are identified in the report. These

areet included operational safety, maintenance observation, IE Information

Notice processing, reportable occurrences, previous enforcement activities

rev ew, quality assurance, configuration control drawing review, and the

review of licensee's implementation of their contractor recommendations. With-

in these areas, the inspection consisted of selective examinations of proce-

dures and representative records, interviews with personnel, and observation of

activities in progress.

The inspection revealed no violations of NRC requirements. However, based on

inspector followup of a previous unresolved item (50-259,260,296/86-25-04)

regarding the mounting adequacy of control room panels, a deviation from your

Final Safety Analysis Report was identified. The mounting of the control

panels on the shaker table for vibration testing was found to be different from

the existing service mounting. The deviation and the elements to be included

in your response are described in the enclosed Notice of Deviation.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will oe placed in the NRC Public Document Room.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the-

Paperwork Reduction Act of 1980, PL 96-511.
