9 ENCLOSURE 1 NOTICE OF DEVIATION Tennessee Valley Authority Docket Nos. 50-259, 50-260, and 50-296 Browns Ferry 1,,2, and 3 License Nos. DPR-33, DPR-52 and DPR-68 During the Nuclear Regulatory Commission (NRC) ' inspection conducted on May 1-31, 1987, a deviation from the Findl Safety Analysis Report was identi-fied.
The deviation involved failure to have control room panels properly anchored.
The deviation is listed below:
Section 7.2.5.2 of the Browns Ferry Nuclear. Plant Final Safety Analysis Report (FSAR) states that the seismic capability of certain safety systems including control room panels was demonstrated by vibration testing of representative assemblies.
The FSAR further states that during testing, the panels were mounted on the shaker table in a manner similar to the service mounting.
Contrary to the above, Main Control Room vertical-benchboard type control panels and. freestanding vertical control panels were found to be mounted in a manner not consistent with the seismic qualification with no simi-larity analysis to justify the differences. NED0-10678, Seismic Qualifi-cation of Class 1 Electric Equipment, documents that the panels were to be floor mounted using 5/8 inch bolts in all mounting holes. Mechanical layout drawing 47W605-3 shows.the as-constructed mounting details of these panels to be " tack welded at intervals to fasten in place".
i This deviation is applicable to all three units.
Please provide, in writing within 30 days of the date of this Notice, a description of corrective actions regarding the deviation, actions taken to avoid further deviations, and the dates when these actions were or will be completed.
