Oyster Creek Nuclear Generating Station Docket No. 50-219 Security Plan Revisions 23 and 24 Please find enclosed four (4) copies of Revision 23 and Revision 24 to the

'0yster Creek Nuclear Generating Station Security Plan, applicable drawings, and a summary of changes.

The overall effect of these changes is to enhance the effectiveness of the Security Plan.

Pursuant to 10CFR50.54(p), these changes were made without prior NRC approval.

In response to NRC letter dated August 19, 1987 which identified changes mada with Revision 22 considered unacceptable by the NRC, a reference to.9 (drawing of a new vital area) was added to Chapter 5 of the plan and this drawing was revised to isntify personnel access points. All other drawing enclosures will be revised by January 1988 to identify personnel access points as set forth in the plan.

Pursuant to 10CFR73.21, the enclosures to this letter excluding the summary of changes page must be withheld from public disclosure since they contain Safeguards Information.

SUMMARY

OF CHANGES Revision 23 (effective date September 7,1987):

1.

Section 1.6 has been revised to incorporate a new GPU access authorization program..8 (Access Authorization Program) has been added to delineate the specific program requirements.

Chapter 9 has been revised to incorporate mention of the program.

2.

An outdated portion of Section 12.2 that refers to alarm response has been deleted.

Current alarm response is found in Section 3.1.4.

3.

A reference to Enclosure 5.9 (drawing of a new vital area) was added to Section 5.3.1.2.

4..3 (North Gate Security House) has been revised to show changes made in the arrangement of the search equipment.

5..4 (Main Gate Security House) has been revised to show changes made in the arrangement of the search equipment.

Revision 24 (effective date October 2,1987):

1..9 (drawing of a vital area) was revised to identify personnel access points.
