ABNORMAL OCCURRENCE REPORT TO CONGRESS FOR SECOND QUARTER CY 1986 NMSS has reviewed the contents of ycur memorandum of July 1, 1986, and provides t

As required by NRC Manual Chapter 0212 and as requested by your memorandum, the following report is submitted for the Second Quarter CY 1986.

Instances in which NMSS has taken the following response action:

1. License suspension: none.
2. Orders or license amendments in response to a significant safety-related or safeguards incident: none.
3. Identification of a generic safety concern raised by the occurrence of an incident or incidents: none.

The following material is provided as an update to the material accident, oninpage the 17, First Quarter report on the Sequoyah Fuels Corporation UF 6 under licensee and NRC actions.

C. J. Heltemes, Jr. 2 M 17 $86 request was received by letter dated June 25, 1986, and the review of the information is in progress. NRC has also held two public meetings in Gore, Oklahoma, to solicit the concerns of local individuals so that these concerns can be taken into consideration during the restart review.

The NRC staff estimates that action will be taken on the restart request about September 1, 1986.

NRC The Lessons Learned Task Group, which reviewed the incident at Sequoyah Fuels Corporation as well as general regulatory practices regarding such fuel facilities, issued its report in May, 1986-(NUREG.1198). The report's recommendations are currently being reviewed by the NRC staff.
