i An NRC team inspection of the Sequoyah Fuels (SFC) UF6 facility in Gore,

  • Oklahoma, conducted from July 28 to August 1, 1986, closed all of the items involving violations and deviations which were previously identified as requiring correction prior to restart, as well as all allegations associated with the safety of operation of the facility. In early October 1986, the imposition of civil penalties in the cumulative amount of $310,000 for violations identified in connection with the January 4,1986, accident was approved by the Comission. On October 2, 1986, an order was issued by the Director, Office of Inspection and Enforcement, modifying SFC's license.

This order includes provisions requiring SFC to obtain the services of an independent oversight organization and have personnel from this organization onsite anytime the facility is in operation. This is a temporary requirement that can be withdrawn when the Region IV Administrator deems appropriate.

On October 16, 1986, the Commission, in an open meeting, voted 5-0 to authorize NRC staff to proceed with restart ections. Withdrawal of the January 17, 1986, Confirmation of Action Letter restricting operations at the facility may take place in early November 1986, followed by the resumption of production operations, l
