Subject: NRC Inspection of the Trojan Nuclear Plant

This refers to th'e inspection conducted by Mr. R. C. Barr and Mr. G. Y. Suh of

this office on April 12 - May 23, 1987 of activities authorized by NRC License

No. NPF-1, and to the discussion of our findings held by Mr. Barr and Mr. Suh -

with Mr. Olmstead and other members of your staff periodically during the

inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel and observations by the inspectors.

Based on the results of this inspection,_ f t appears' that two of your operational

activities were not conducted in accordance with approved procedures.and, in

addition, an apparent disregard for unacceptable system ' response was indicative

of the need for improved understanding and emphasis'of the fundamentals of safe

nuclear plant operation. Enforcement actions. relative to the findings discussed

in the enclosed inspection report will be the subject of separate correspondence.

In accordance with 10 CFR 2,790(a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room.
