REQUIREMENT FOR REPORT This report is required per the Unit 1 Technical Specifications l

section 6.9.2.

This section of the Technical Specifications l

states that special reports for fire protection equipment operating and surveillance requirements shall be submitted, as i

required, by the Fire Hazards Analysis (FHA') and its Appendix 8 requirements.

The FHA section 1.1.1 states that sealing devices in fire rated assembly penetrations shall be operable at all times.

Action statement "b" allows a fire rated assembly and or sealing device to be Inoperable for up to 14 days.

If this time period is exceeded, a special report is required.

B.

UNIT (s) STATUS AT TIME OF EVENT On 8/30/87, Unit 1 was in the run mode at an approximate power level of 2436 MWt (approximately 100 percent of rated thermal power).

On 8/30/87, Unit 2 was in the run mode at an approximate power level of 2190 MWt (approximately 90 percent of rated thermal power).

DESCRIPTION OF EVENT On 7/29/87, plant personnel installed temporary cooling into both unit's vital Alternating Current (AC) inverter rooms.

This was done as part of the corrective actions for Licensee Event Reports 50-321/1987-011, 50-366/1987-006 and 50-366/1987-009.

The temporary cooling reduces internal equipment heat and maintains the equipment operating environment within the temperature range recommended by the manufacturer.

.IN SPECIAL REPORT AS REOUIRED BY FIRE HAZARDS REPORT Due to - the addition of the temporary cooling to both unit's l

vital AC rooms, the ambient' temperature of the Control Building-Plant Service Air compressor area increased.

This area is adjacent to the Vital AC inverter rooms.

Plant engineering personnel were concerned that the elevated i

ambient _ai.r temperatures in the air compressor area could result in accelerated degradation of some of the installed equipment.

In ' order to limit the potential

damage, plant engineering personnel performed an evaluation of the best way to reduce the increase in the ambient air temperature.

The evaluation determined that if some double fi re doors (between the Control Building and the Turbine Building) were opened, the ambient air temperature in the air compressor area (Control Building) could be reduced ' without significantly

. increasing the ambient air temperature of the Turbine Building.

On 8/16/87, fire doors 1L48-1C3 were opened and blocked open.

The blocking open of the doors resulted in them being inoperable and the action statement of-the FHA was entered.

Additionally, when the doors were blocked open, a roving fire watch was established. and the area was checked once each hour thereafter.

Also, the fire detectors on at least one side of the doors were verified as operable.

While the doors were blocked open, plant personnel noted that the ambient air temperature in the air compressor area dropped approximately 10 degrees Fahrenheit (OF) and the ambient air temperature in the Turbine Building (specifically east cable way area) rose between 2 and 3 0F.

The changes in the ambient air temperatures were in agreement with the results from the engineering evaluation.

These closure devices would be activated by the fire detection system upon detection of a. fire

' n :either the east cable way (Turbine Building) or in the -air i

compressor area (Control Building).

On' 8/30/87, the design change development was still in progress and parts were being procured.

Since the fire doors,were still blocked open (and thus inoperable), the action stateraent in -the -

FHA required that a special report be submitted.
