Gentlemen:
This refers to the routine security inspection conducted by Mr. Bryan Drouin
of this office on June 1-17, 1987, of activities at Davis-Besse Nuclear Power
Station authorized by NRC Operating License No. NPF-3 and to the discussion
of our findings with Messrs. J. Kronberg, L. Storr and other members of your
staff at the conclusion of the onsite inspection.
The enclosed copy of our inspection report identifies areas examined during
the insnection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violution
of NRC requirements, as described in the enclosed Notice. The inspection
showed that action had been taken to correct the identified violations and
to prevent recurrence. Our understanding of your corrective actions are
described in Sections 5 and 6 of the enclosed inspection report. Should
your understanding be different, please notify us as soon as possible.
Consequently, no reply to the violations is required and we have no further
questions regarding this matter at this time.
We are concerned that the improvements in the ,'curity force performance and

the management support to the security programs are being affected by personnel
errors which have resultad in security violations being cited recently. The
increasing trend in personnel error related security violations should continue
to be addressed by your management organization. Our concern is further
articulated in Section 7 of the enclosed report.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Part 73, Title 10, Code of Federal Regulations,
Section73.21(c)(2). This information must be handled and protected in
accordance with the provisions of 10 CFR 73.21. Consequently, the enclosure
