July 1,1987 Docket No. 50-313 Mr. T. Gene Campbell Vice President, Nuclear Operations Arkansas Power and Light Company Post Office Box 551 Little Rock, Arkansas 72203

Dear Mr. Campbell:

SUBJECT:

EVALUATION OF REACTOR COOLANT SYSTEM LEAK DETECTION, ARKANSAS NUCLEAR ONE, UNIT 1 (ANO-1) - TAC N0. 63163 By letters dated October 14, 1986 (ICAN108607) and March 20, 1987 (ICAN038704)

Arkansas Power and Light Company (AP&L) provided a comparison of the Reactor Coolant System (RCS) leakage detection systems installed at AN0-1 to the in-dividual items contained in Regulatory Guide (RG) 1.45.

We have evaluated the submittals and conclude that the RCS leak detection system meets the guidelines of RG 1.45 and is, therefore, able to detect and measure leakage with sufficient degree of accuracy to allow the " leak-before-break" technology to be satisfactorily used in analyzing primary coolant loop piping integrity.

A copy of the Safety Evaluation is also enclosed.

Sincerely.

l George F. Dick, Jr., Project Manager Project Directorate - IV Division of Reactor Projects - III.
