JUSTIFICATION: This program procedure addresses concerns raised by piping failures at i
both Browns Ferry and Sequoyah Nuclear Plants in extraction and raw water piping and by NRC IE Information Notice 82-22.

PURPOSE To outline the requirements and responsibilities for establishing a surveillance program for turbine exhaust piping subject to steam erosion j
and a program for raw water piping systems subject to pitting attr.ck and j
j wastage.

SCOPE l
1 This program applies to all TVA nuclear power plants and identifies the requirements and responsibilities of each NUC PR organization to l
determine pipe wall integrity within turbins exhaust or raw water piping systems.
III.
PROCEDURES 3.1 General--Turbine Exhaust Piping 3.1.1 The following actions are required for the detection and prevention of erosion in carbon steel turbine exhaust P Ping.
i (a) Review of piping systems for problem areas.
(b) Special attention to low-point piping.
(c) Inspection of problem areas for erosion.
(d) Proper functioning of moisture traps in systems.
(e) If any unexpected leaks occur because of erosion, examination of other suspect areas as soon as practical.

I 3.2 Organizational Reslsonsibilities for the Evaluation of Turbine Exhaust Piping l
The NCO Metallurgy and Codes Section (M&CS) will take lead 3.2.1 responsibility for ensuring that appropriate examinations and recommendations for corrective action for steam and I
drain piping are made at each plant site. The Mechanical l
Systems Group will perform system reviews to identify potential problem areas in steam and drain piping and provide recommendations to the M&CS. Top priority will be f
given to areas that could compromise personnel safety or i
nuclear safety.
3.2.2 M&CS will ensure that ultrmnic (UT) examinations of the i
identified areas are performed.
Inspection frequency will 4

be designed to prevent failure of the pipe. M&CS will e
assist in establishing piping system grids to ensure that areas most susceptible to corrosion and erosion are 1
examined.
3.2.3 The Quality Engineering Branch (QEB) shall be responsible for performing all UT examinations.
The results of the

examinations shall be recorded on Attachment I and forwarded to M&CS.
3.2.4 Piping shall be evaluated for continued operation when wall loss reaches 0.080 inch or greater.
M&CS will assist in

evaluating the examination data, making replacement material recomunendations, or evaluating continued operation beyond 0.080 inch wall loss (as needed).
The plant will schedule corrective action for affected piping.

I 3.3 General *-Raw Water and Fire Protection Piping 3.3.1 The following actions are required for the detection and prevention of pitting and wastage in carbon steel raw water and fire protection piping.
(a) Review of raw water ct.'.,n steel piping systems and fire protection piping system for problem areas.
