This refers to the meeting to review the Design Basis Document and System

Engineer Programs for the Trojan Nuclear Plant held with yourself and members
i
of your staff at our offices in Walnut Creek, California, on December 1,1987.

Subjects discussed during the meeting are described in the enclosed inspection
report provided for your information.

The Region V staff found your efforts in the areas of Design Basis
j
Documentation and System Engineer Programs to be a start in the right
I
directien.
Your general attitude of commitment to improving engineering work
l
across the board was well received.
The staff felt that continued management
attention to the System Engineer an6 Design Basis Document Programs is
j
i
essential.
It's recognized that a great deal of hard work and resources still
l
need to be concentrated in these areas to assure these programs' success.
As discussed in the meeting, the resolution of the Design Basis Decument's
technical open items is considered an important part to the success of your
engineering improvement program.
Therefore, we request that you provide in
writing, your future plans with regard to prioritizing and resolving these
open items.
Finally, subsequent to the management meeting you experienced a nearly full
load reduction turbine runback.
Our examination of the circumstances
surrounding this event and the attendent troubleshooting efforts identified
that these activities were hampered by an incomplete technical review and
inadequate implementation of specified modifications.
This raisas the concern
,
regarding the emphasis on technical work and engineering in practice.

Therefore, please provide your evaluation also in wr'iting of the event and the
l
corrective actions you plan to assure acceptable engineering involvement in
'
the planning and conduct of maintenance activities (including
troubleshooting).
