Operational Readiness Assessment
Team Inspection Report 50-412/87-56
.This letter forwards the report of the Power Operational Readiness Assessment
Inspection performed by an NRC team over the period of July 31 - August 7,
1987, involving activities authorized by NRC Facility Operating License No. NPF
64 for Beaver Valley Power Station, Unit 2 facility. At the conclusion of the
inspection, Mr. L. Tripp of my staff summarized the inspection findings to Mr.
J. Crockett of your staff.
This NRC inspection was conducted in response to a July 8, 1987 NRC Commission
meeting to consider a full power license for Beaver Valley, Unit 2.
During the
meeting, the Commission directed the staff to perform an assessment of your
operating experience and readiness to commence full power operations and to
brief the Commission of the staff's findings. As a means of implementing this
directive, an inspection team was formed to assess your initial operating
experience and operational readiness to commence higher power operations.
Special attention was directed to the areas of plant operations, maintenance,
testing and surveillance, compliance with technical specifications, QA/QC
involvement and overall management's control and involvement in day to day
operations of the Unit. The conclusion of this assessment was used as the
basis for the Region I input to NRR and the Commission regarding this issue.
Based upon acceptable performance of pre-critical evolutions, initial
criticality, and low power physics testing, the team found Duquesne Light
Company was adequately prepared to operate the plant at higher power levels and
recommended issuance of the full power license.
Within the scope of this inspection, no violations were observed.
During the
observations of control room activities, the inspectors noted that there
appeared to be numerous lighted annunciators.
Discussions with your staff at
the exit meeting indicated the existence of an ongoing program to reduce the
number of unnecessary alarms. We understand that your program includes data
collection through October 31, 1987 with subsequent evaluation and resolution
phases.
You are requested to provide us a description of your program and its
results by December 15, 1987.
