LICENSING OF P0OL IRRADIATORS GREATER THAN 10,000 CURIES l

l As you end I discussed, we both learned valuable information from the pre-licensing inspection / licensing site visit at the Isomedix facility in Libertyville, Illinois. I think we should apply these techniques to all news and renewals of this type of license. Accordingly, please ensure your staff is l fully briefed of the lessons learned we obtained from the licensing of l

Isomedix. As a minimum, we should include the following in our reviews:

1. Less of power procedures, facilities and equipment necetsary to ensure that the operator has reliable remote indications showing that the source rack inserted safety into the pool.
2. Source rack jam tests to ensure the operator does not receive false infernation regarding the position of the source rack
3. Qualifications cf welders and weld testers to ensure they meet proper standards and are certified for (SS) pool liner weldino.

4 Detailed explanation of the type of 0A/0C testing of peel liner welds.

5. Desigt bases for trip point setting of the pool deminerchzer radiation detector system, i
6. Pool water chemistry sampling program which should include calibration I checks of the inline conductivity cell, Grab sampling program should include (as a minimum) pH, free chlorides and total dissolved solids.
7. Annual pool clean-up of insoluble materials (CRUD) at the bottom of the l pool and a requirement that this CRUD be monitored for radiation. l
8. Key control of the facility cell area.
9. Renote operating sp-inkler system for the irradiator cell (i.e., dry pipe system for cooling stuck racks end soaking of combustible products, l

10. Detailed review of the licensee's preventative maintenance program to ensure safety systems are periodically examined (i.e., cable fraying, carrier maintenance, interlock testing, smoke / fire alarm testing, etc.)

By copy of this memorandum, please ensure that our inspectors collect grab l samples of the pool water for chloride and gamma ray analysis. Also, our inspectors should examine loss of power procedures and equipment at these facilities to verify that the operator has positive and reliable information indicating source rack insertion.
