Gentlemen:

This refers to the special safety inspection conducted by Messrs.

P. G. Brochman and J. M. Hinds, Jr. of this office on May 26 - June 12,

1987, of activities at Byron Station Unit 1, authorized by NRC Operating

License No. NPF-37 and to the discussion of our findings with

Mr. R. E. Querio and others of your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

During this inspection certain of your activities appeared to be in

violation of NRC requirements.

We are releasing this report at this time for your information. Following  !

an Enforcement Conference, you will be notified by separate correspondence j

of our decision regarding enforcement actions, based on.the findings of

this inspection. No written response is required until you are notified  ;

of the proposed enforcement actions.

There have been four other events within the last two years (three w'ithin

the last six months) where redundant trains of safety-related systems were

simultaneously inoperable. The NRC recognizes that'the root causes of these

events were dissimilar; however, the NRC is concerned that taken together

these events are indicative of inadequate performance in ensuring operability

of safety-related systems.
