Gentlemen:
SUBJECT: NOTICE OF VIOLATION
(INSPECTION REPORT NOS. 50-424/87-37 AND 50-425/87-27)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
Messrs. J. F. Rogge and R. J. Schepens on May 23 - June 19, 1987.
The
inspection included a review of activities authorized for your Vogtle facility.
At the conclusion of the inspection, the findings were discussed with those
membersofyourstaffidentifiedintheenclosedlinspectionreport.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
The inspection findings indicate that certain activities violated NRC
,
requirements.
The violations, references to pertinent requirement!, and
'
elements to be included in your response are presented in the enclosed Notice
of Violation.
Two violations described in the enclosed Inspection Report are under
consideration for escalated enforcement action.
Accordingly, no Notice of
Violacion for these violations is being issued at this time, and no response is
>
required.
However, please be advised that the characterization of the
violations described in the enclosed Inspection Report may change as a result
of further NRC review. You will be advised by separate correspondence of the
results of our deliberations on this matter.
Additionally, an enforcement
I
conference has been scheduled for June 30, 1987, at the Vogtle Plant.
Your attention is invited to an unresolved item identified in the inspection
report. This matter will be pursued during future inspections.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the enclosures
will be placed in the NRC Public Document Room.
