Gentlemen:
This refers to the inspection conducted by Messrs. R. E. Baer and H. L. Scott
of this office during the period May 18-22, 1987, of activities authorized by
NRC Operating License NPF-42 for Wolf Creek Generating Station, and to the
discussion of our findings with Mr. F. T. Rhodes and other members of your
staff at the conclusion of the inspection on May 22, 1987.
Areas examined during the inspection included functional areas of the radiation
i
protection program including:
organization and management controls; external
occupational exposure control and personal dosimetry; internal exposure control
and assessment; control of radioactive materials and contamination, surveys,
and monitoring; facilities and equipment; and licensec's action concerning
certain NRC Inspection and Enforcement Information Notices. Within these
areas, the inspection consisted of selective examination of procedures and
representative records, interviews with person 1el, and observations by the NRC
inspectors. The inspection findings are documented in the enclosed inspection
report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
this violation, in writing, in accordance with the Provisions of Section 2.201
of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal
Regulations. Your response should be based on the specifics contained in the
Notice of Violation enclosed with this letter.
During this inspection, it was found that certain of your activities appeared
to deviate from a commitment made to the NRC. This item and reference to the
commitment is identified in the enclosed Notice of Deviation.
You are requested
to respond to this deviation in writing.
Your response should be based on the
specifics contained in the Notice of Deviation enclosed with this letter.
The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
