During an NRC inspection conducted on May 18-22, 1987, a violation of NRC requirements was identified. The violation involved the failure of the Site Health Physicist (Radiation Protection Manager) to meet minimum qualification requirements.
In accordance with the " General Statement of Policy and i
Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:
Radiation Protection Manager Qualifications Technical Specification 6.3.1 states "Each member of the unit staff shall meet or exceed the minimum qualifications of ANSI /ANS 3.1-1978, except for the site Health Physicist who shall meet or exceed the qualifications of Regulatory Guide 1.8, September 1975 for a Radiation Protection Manager."
Regulatory Guide 1.8 states the Radiation Protection Manager should have a Bachelor's Degree or the equivalent, including some formal training in Radiation Protection and at least 5 years of professional experience in applied radiation protection.
Contrary to the above, the NRC inspectors determined on May 21, 1987, the Site Health Physicist did not meet or exceed the qualifications of Regulatory Guide 1.8, September 1975.
The Site Health Physicist satisfied the bachelor's degree equivalent requirement, but only had 3 years of professional experience in applied radiation protection.
This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Wolf Creek Nuclear Operating Corporation is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:
(1) the reason for the violation if admitted, (2) the corrective steps which will be taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where. good cause is shown, consideration will be given to extending the response time.
