2. Repair Welding of the'Ereecency Feedwater Storage Tank

a. The NRC inspector reviewed the following documents associated with

the repairs i.o the emergency feedwater storage tank:

. Maintenance Order, Procedure M0-872077, " Weld Repairs to

Emergency FW Starage Tank"

. Weld Design Data Form No. 872077-1

. Weld Verification Form, Document No. 872077

. Professional Service Industries Procedure 81-102, " Methods for

Radiographic Examination of Welded Joints ASME Section V"

. Standing Order G-12A, " Welding and Weld Control"

. Standing Order G-26A, " Quality Control Program"

The hydrostatic test pressure specified in Maintenance Order

No. 872077 was discussed with the licensee. A procedure change was

made to ensure that the requirements of ASME Code Section XI are met

when the tank is hydrostatic tested.

b. The NRC inspector observed the repair welding of the emergency

feedwater storage tank and reviewed approximately 25 radiographs for

repairs to the tank seam welds.

In the areas reviewed, the welding was consistent with the welding

procedure; the QC entries on the weld verification form for releasing

hold points were consistent with the status of the welding; the

welding filler materials were controlled consistent with Standing

Order G-12A; and the welders were qualified to ASME Code Section IX.

In reviewing the technique used for radiographic examination of the

repairs to seam welds G1 and G2, it was determined that film side

penetrameters were used, although the radiographic Procedure 81-102

and the ASME Code Section V required source side penetrameters.

3. Exit Interview

The NRC inspector and P. H. Harrell, NRC senior resident inspector, met

with licensee represent 6tives (denoted in paragraph 1) on May 8, 1987, and

summarized the scope and findings of the inspection.
