Gentlemen:
This refers to the special safety inspection conducted by Messrs. R. A. Hasse,
D. S. Butler, and Ms. P. R. Rescheske of this office on November 3 through
December 21, 1987, of activities at Perry Nuclear Power Plant, Unit 1, authorized
'
by NRC Operating License No. NPF-58 and to the discussion of our findings with
Mr. M. D. Lyster and others of your staff at the conclusion of the inspection.
This inspection consisted of an examination of your safety evaluations conducted
pursuant to the requirements of 10 CFR Part 50, Section 50.59.
One violation
(failure to perform a required safety evaluation) was identified, as specified
in the enclosed Notice.
In view of a previous violation issued for a similar
failure, your response should also address the adequacy of corrective actions
taken in response to the previous violation.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice (Order)
are not subject to the clearance procedures of the Office of Management
and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
We will gladly discuss any questions you have concerning this inspection.
