REVIEW OF REACTOR CORE ISOLATION COOLING SYSTEM WITH RESPECT TO 10 YEAR INSERVICE TESTING PROGRAM - EDWIN 1. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS M95727 AND M95728)

Dear Mr. Sumner:

By letter dated September 15,1995, Georgia Power Company (GPC), submitted its Third 10 Year interval Inservice Testing (IST) Program for Pumps and Valves for the Edwin 1.

Hatch Nuclet.r Power Plant, Units 1 and 2. GPC's subm;ttal included several proposed re!!ef requests, deferred test justifications, and other sections of its IST program developed according to the requirements of the American Society of Mechanical Engineers (ASME) OM Code 1990 Edition for pump and valve testing, with the exception of safety relief valves.

Safety relief valve testing was written to the requirements of the ASME OM Code test requirements.

By lettor dated April 12,1996, t! e NR0 transmitted a Safety Evaluation (SE) that provided the staff's review of GPC's IST prut, mm. In addition to addressing other IST issues, the staff stated its disagreement with GPC's information pertaining to the exclusion of the reactor core isolation cooling (RCIC) system from the IST program. In a letter dated June 4,1996, GPC addressed several SE items including its plans regarding testing of the RCIC system. By letters dated July 24 and December 2,1996, GPC provided additional resienses to the staff's

, SE with the exception of the RCIC system issue. By letter dated July 7,1997, the NRC transmitted results of the its review of your June 4, July 24, and December 2,1996, responses to the staff's SE.

As stated in your letter dated June 4,1996, you determined that the RCIC system (other than the containment isolation function) should not be included in the Hatch IST program.

However, because of the importance of the RCIC system to plant safety, the RCIC system has been included in an augmented testing program. By letters dated October 21,1996, and March 17,1997, respectively, you committed to maintain certain RCIC system valves in programs developed in response to Generic Letters (GL) 89-10 and 96-05.

" augmented program" for testin;; and in the GL 8910 and GL 96-05 programs.

Consequently, you should update your plant FSAR to reflect the reclassification of the RCIC system.

This completes the staff review of your response to the staff's SE regarding the removal of the RCIC system from the third 10 year interval for the Hatch pump and valve IST program, and TAC Nos. M95727 and M96728 are closed.
