DRAFT PROPOSAL OF A DECONTAMINATION AND DECOMMISSIONING INITIATIVE

Dear Mr. Klein:

l I am responding to your letter dated September 7,1999, to Chairman Dicus, which provided a draft proposal of a Decontamination and Decommissioning (D&D) initiative. This proposal solicits funding to establish a D&D Education and Applied Leaming Institute that would educate and provide cooperative work arrar.gements for students in the D&D area.

Thank you for making us aware of this initiative. We agree that there is a need for a cadre of highly trained personnel to assist in decontaminating, decommissioning, and remediating aging I l nuclear facilities. We applaud your effort and encourage you to pursue your objective to the extent practicable. We are considering providing partial funding for this initiative, however, a final decision has not been made. We willinform you when a decision is reached. In addition, we have cooperative work arrangements with several universities, whereby students work at the U.S. Nuclear Regulatory Commissic:. as co-ops during summer breaks or as part of semester activities. This also may be an area where we can provide assistance. Please keep us i informed on the status of your initiative.
